DISA releases RFP for $427M enterprise storage opportunity

The solicitation for DISA’s Enterprise Storage Services II contract has hit the street with an Oct. 21 due date for proposals.

DISA has put a $427 million ceiling on the contract, which will be competed as a full-and-open procurement. It will have a four-year base and two one-year options, according to the solicitation.

The contract is currently held by VION Corp., and since 2008, the contract has brought in $211 million in task orders to the company, according to Deltek. VION’s contract expires in 2015.

Under the new contract, DISA wants to move from a centralized approach for storage to a more edge-centric approach to information sharing and availability. The solicitation documents call it a “fundamental paradigm shift” from platform centric applications to platform independent, web-enabled services. This will create a diverse storage environment that can meet end-user requirements.

The storage capabilities will be based at DISA-owned locations and other approved locations. The agency will maintain day-to-day operational control.

DISA wants on-demand storage capabilities inside the United States and outside the country. The storage capabilities will need to scale up and down as demands dictate.

The source selection will rely on a best-value scenario. Factor one is technical and management, factor two is past performance and factor three is price.

DISA said it expects to make a single award.
