Protest hits last part of $8B NOAA services contract

A small business is challenging how the National Oceanic and Atmospheric Administration evaluated its proposal for the ProTech 2.0 vehicle's final domain to be awarded.
A multiple-award professional services contract with an $8 billion ceiling has been hit with a pre-award protest from a company challenging how the National Oceanic and Atmospheric Administration evaluated its proposal.
NOAA will use the Professional, Scientific and Technical Services 2 contract vehicle to acquire program and project management support, scientific services, and engineering services. NOAA has designated ProTech 2.0 as a small business set-aside contract.
Arch Systems filed its protest with the Government Accountability Office on April 21 to take issue with NOAA’s evaluation of its proposal for ProTech 2.0's Weather domain.
Weather is the last domain to be awarded following past rounds for Oceans, Fisheries and Satellites.
NOAA cannot award Weather until this protest is resolved. The Government Accountability Office has a July 30 deadline for reaching a decision.
ProTech 2.0 has a five-year base period, followed by a five-year option period.
