VA’s $60B T4NG2 vehicle enters new phase as 26 protests remain open

Three former protesters now hold positions on the Veterans Affairs Department's main IT contract, leaving the remaining challengers with a choice to either amend their complaints or walk away.

Some big decisions are ahead for the remaining protesters wanting a seat on the Veterans Affairs Department's $60 billion T4NG2 contract.

A federal judge has accepted VA’s corrective action plan that added three new companies to the list of prime contractors for the Transformation Twenty-one Total Technology Next Generation 2 vehicle, VA's primary contract for IT services.

Taurian Consulting, Technatomy and Peregrin now have positions on the contract following their protests.

But 26 companies still have open cases at the U.S. Court of Federal Claims. These protesters must now decide whether to continue their challenges or abandon them.

In accepting the VA's plan on Wednesday, Judge Molly Silfen said the remaining companies can continue their protests but must file amended complaints by July 14.

Those amended complaints are not in yet, but there are several signs that VA expects the protest case to continue.

The biggest indicator is VA has agreed not to begin awarding task orders under T4NG2 until March 2026, giving time for the protests to move through the court.

Silfen has signed off on a schedule proposed by VA that includes deadlines for filings by both VA and the protesters, including motions and cross-motions with oral arguments slated for February 2026.

Several companies also appear to be preparing for the protests to continue.

Taurian Consulting has filed a motion to intervene, this time as a defendant-intervenor rather than a plaintiff. A company files as a "defendant intervenor" because it wants to support the government.

The VA is the defendant for this case and joined by several other companies that won spots on T4NG2. Taurian has essentially switched sides because it now holds a position on the contract and wants to defend it.

A second sign that this protest is far from over is that two other defendant intervenors – Digipathy LLC and Cognosante MVH LLC – have asked the court to grant new attorneys access to protected materials.

If T4NG2 opens for business in March 2026, it will be nearly two-and-a-half years since VA first made awards in October 2023. March 2026 is also the expected expiration date for the current T4NG vehicle.
