Former Government Accountability Office Director of IT management issues David McClure has joined the global public sector research group of IT research firm Gartner Inc., Stamford, Conn., as research director. McClure also was vice president for eGovernment and Technology with the Council for Excellence in Government.
Jim Farley is the new vice president of business development for the Atlanta-based geographic information systems and mapping division of Leica Geosystems AG, St. Gallen, Switzerland. Farley most recently was senior product manager for spatial and location products for servers at Oracle Corp.
Former Virginia Secretary of Technology George Newstrom joined the advisory panel for IT-sharing technologies provider Trusted Computer Solutions Inc. Newstrom is also president and chief executive officer of Wisper Technologies LLC, a wholly owned subsidiary of IMC Inc.
Guy Copeland has been named president of the McLean, Va., IT Information Sharing and Analysis Center, a coalition of IT companies that alerts members to IT security threats and is a forum for information, analysis and incident response coordination with public and private sectors to protect critical infrastructure. Copeland is vice president of Computer Sciences Corp.s information infrastructure advisory programs and special assistant to CSC CEO Van Honeycutt.
Phillip Lacombe, former president of IT-ITSAC and vice president for secure mission solutions at General Dynamics Corp., has joined Science Applications International Corp. of San Diego as senior vice president and general manager of SAICs integrated systems and security business unit.
SAIC also has named Duane Andrews as chief operating officer. Andrews was assistant secretary of Defense for Command, Control, Communications and Intelligence before joining SAIC in 1993. He most recently was president and COO of the companys federal business.
Lawrence Jordan was named chairman of the board of crisis management software maker E Team Inc. of Los Angeles.
Ray Williams has joined network design provider Netco Government Services Inc., Herndon, Va., as vice president of business development. Williams, who is a member of the Government Electronics Industry Association board of directors, was founder and president of online IT training provider Trainingbid Inc.
Tim Leisman has joined messaging security specialist Borderware Technologies Inc. of Boston and Toronto as president and CEO. Leisman comes to BorderWare from enterprise storage software maker Storability Software Inc., where he was president and CEO.
Aerospace professional organization American Institute of Aeronautics and Astronautics, Reston, Va., has named Air Force Maj. Gen. Robert Dickman as executive director. At his retirement in 2000, Dickman was senior military officer at the National Reconnaissance Office.
The board of directors of Los Angeles-based Northrop Grumman Corp. has named Wesley Bush as corporate vice president and chief financial officer, replacing Charles Noski. Bush was corporate VP and president of the companys space technology sector.
Donnie Blanks has joined Perot Systems Corp., Plano, Texas, as executive vice president of business development for Perot subsidiary Perot Systems Government Services Inc. Blanks most recently was senior vice president and customer executive Affiliated Computer Services Inc., where he was responsible for the companys Homeland Security and Justice departments.
Ed Silva has joined IT services provider IDL Solutions Inc., Germantown, Md., as senior vice president for corporate development. Silva will promote IDLs business in federal and private sectors.
Karl Lewis and Craig Miller have joined Energy IT software developer Equinox Energy Solutions Inc., Washington. Chief Technology Officer Miller will define the companys technology strategy and lead its product development. As COO, Lewis will run ESIs day-to-day operations and management team.
Mitre Corp., McLean, Va., has named J. Michel Blom senior vice president and general manager of the Center for Enterprise Modernization, the federally funded research and development center Mitre operates for the IRS. Blom takes over from Gene Cross, who recently retired. Blom previously was vice president and deputy director of CEM.
Former COO for the Defense Departments Coalition Provisional Authority, retired Army Lt. Gen. Joseph Keith Kellogg has been named executive vice president of research and technology systems at CACI International Inc., Arlington, Va. Kellogg was most recently senior vice president of homeland security solutions at Oracle Corp.
Also new at CACI is Randall Fuerst, now executive vice president at the company, charged with responsibility for its managed network services line of business. Fuerst was senior vice president of operations at Titan Corp.s enterprise services and solutions sector.
Greg Griffin joined business information and data warehousing consultancy Cornerstone Consulting Inc. of Minneapolis. Griffin was formerly with Hitachi Consulting.
Retired Army Gen. Paul Kern has been named to the board of directors of defense technology vendor EDO Corp. of New York. Until his retirement in January 2005, Kern was commanding general of the Army Materiel Command.
Retired Navy Rear Adm. William Retz has joined the studies and analyses and business development teams of Washington consultancy Defense Solutions LLC. Retz, a career Naval Surface Warfare officer, will help Defense Solutions identify the best technologies for the U.S. military.
Retired Army Maj. Gen. Bob Rosenkranz has joined KEI Pearson, Arlington, Va., as vice president of business development. Rosenkranz was commander of a Defense Department Test and Evaluation activity and held a senior level Pentagon assignment. He more recently has worked with L-3 Communications Inc. and Computer Sciences Corp.
Kris Twomey has been named regulatory counsel to Voice-over IP solutions provider CommPartners Inc. of Las Vegas. Twomey will guide the companys involvement in telecom regulation.
Douglas Dick has been named CFO of interactive training and simulation provider Unitech Corp., Centreville, Va. Dick was formerly CFO at Digicon Corp.
Kevin Bennis has been named CEO of VOIP phone company SunRocket Inc., Vienna, Va. Bennis comes to SunRocket after 21 years at MCI Inc., most recently as president of the companys systems integration division; president and COO of Avantel, MCIs Mexican joint venture; and senior vice president of both Consumer TeleSales/Customer Service and business marketing.
Michael Garcia has joined video security provider MDI Inc. of San Antonio as vice president of worldwide marketing for MDI Security Systems. Garcia comes to MDI from a five-year stint at SecureInfo Corp.
Edward Bersoff has been named lead director of the board of directors for IT security technology provider Fargo Electronics Inc. of Minneapolis. Bersoff is chairman of business advisory firm Greenwich Associates LLC.
