Daniel Young was named lead director for the independent directors of the board at IT contractor Analex Corp., Fairfax, Va. Young is a former vice chairman and CEO of Federal Data Corp.

Jim Manchisi joined Booz Allen Hamilton Ltd. as vice president, focusing on space and ground mission strategies and implementations, in the company’s Chantilly, Va., office. Manchisi most recently was president of the space systems division at ITT Industries Inc.

Former Army Lt. Gen. Charles Mahan Jr. has joined Spectrum Sciences and Software Holdings Corp. as president and CEO of the Falls Church, Va., subsidiary Horne Engineering Services LLC. Before retiring from the Army in 2003, he was deputy chief of staff for logistics.

Derrick Cogburn, assistant professor at the Syracuse University’s School of Information Studies, was named to the U.N. Global Alliance for Information and Communications Technologies and Development. The group provides a forum for dialogue on the international role of information and communication technologies.

Joel Kallet and Greg Treger joined Los Angeles international investment bank Houlihan Lokey Howard and Zukin LLC in the firm’s Washington office. Kallett, the new managing director of the mergers and acquisition practice, formerly was director and head of the global financial technology practice at Deutsche Bank Alex. Brown. Treger is the new senior vice president in the firm’s business services practice. Also joining the Washington division is John Rakowski, a vice president at the company.

Garry Dilmore joined Analytical Services Inc., Huntsville, Ala., as senior human resources representative supporting corporate recruiting initiatives.

Former CIA Acting Director John McLaughlin and former Fulton Financial Corp. CEO Rufus Fulton Jr. were elected to the board of trustees at Aerospace Corp., El Segundo, Calif.

Behrooz Parsay joined WiMax technology developer Aperto Networks Inc., Milipitas, Calif., as vice president of engineering. Parsay comes to Aperto from a position in engineering management L3 Communications Inc. Additionally, Subir Varma has been promoted to vice president of technology.

Joseph Ragan III joined GTSI Corp., Chantilly, Va., as vice president of finance and corporate controller. Ragan comes to GTSI from a financial leadership position at WinStar Communications Inc.

Rick Castaneda joined Motorola Inc.’s North American team as director of government marketing and sales. Castaneda most recently was director of the wireless systems business at M/A-COM Inc.

Former Air Force Col. Tracy “Moose” Amos joined Indus Corp., Vienna, Va., as senior vice president of the company’s operations, defense and intelligence solutions business unit. Until April 2005, Amos was commander and CIO of the Special Missions Command, White House Communications Agency.

David Grasch and Thomas Breen joined biometric solutions developer id-Confirm Inc. of Denver. Grasch is the company’s new CEO; Breen is now president and chief operating officer. Both also were named to the board of directors. Additionally, Ronald Baird has resigned as chairman of the board and a director of the company.

Joseph Gallagher joined Thales Communications Inc., Clarksburg, Md., as director of international business development, responsible for tactical program business development initiatives in the company’s non-U.S. markets. Gallagher most recently was an international business development executive at ITT Industries Inc.

James Winkel joined Thales Communication Inc., Clarksburg, Md., as business development manager for optronics, the electronic enhancement of light energy for viewing, illuminating and targeting, used by the military. Winkel most recently was electro-optical systems department manager at Northrop Grumman Corp.

P. “Jay” Jayachandran joined GTSI Corp., Chantilly, Va., as vice president of solutions. Jayachandran most recently was vice president of marketing for the Potomac Management Group.

Chris Hamilton joined unmanned aircraft systems developer Proxy Aviation Systems Inc., Germantown, Md., as executive vice president and chief financial officer. Hamilton most recently was vice president and CFO at Thales Communications Inc.

Tina Van Dam joined industry association Conference Board as associate director of the group’s Governance Center and Director’s Institute in New York. Van Dam, who recently retired as corporate secretary of Dow Chemical Co., is senior counsel for corporate governance and finance of the National Association of Manufacturers.

David Jacobsen joined Azimuth Corp., Dayton, Ohio, as director of the enterprise systems division. Jacobsen most recently was director of independent verification and validation services for BearingPoint Inc.

Joanne Isham, former deputy director of the National Geospatial-Intelligence Agency, joined BAE Systems Inc., Reston, Va., as vice president of strategic development for its national security solutions business.

Chris Broderick joined CoreStreet Inc., Cambridge, Mass., as CEO, charged with narrowing the company’s focus to global smart-credential and security convergence initiatives. Broderick most recently was senior vice president and general manager of the storage management business unit at CA Inc.

Ralph Tuccillo joined CACI International Inc., Arlington, Va., as senior vice president of strategic planning and business development for the mission systems business group. Tuccillo most recently was a capture executive for Computer Sciences Corp.’s federal sector.

Maryam Peters joined Sebesta Blomberg and Associates Inc., Roseville, Minn., as human resources director.

Sean Dwyer joined service-oriented architecture services provider Xaware Inc., Colorado Springs, Colo., as senior vice president of sales and marketing. Dwyer most recently was general manager of the Community Financial Group.

Kristin Taylor joined software developer Managed Objects Solutions Inc., McLean Va., as marketing and communications director. Taylor most recently was marketing and communications director for STG Inc.

Bradford Pratt joined Visual Innovations Inc., Columbia, Md., as project manager for the rental operation in Annapolis Junction, Md. Pratt most recently was a technical director for Perspectav.

Michael Nash joined Affiliated Computer Services Inc. of Dallas as vice president of transit technology solutions. Nash most recently was a senior executive at Endicott Research Group Inc.

Navy Rear Adm. Jay Cohen was nominated by President Bush as undersecretary for science and technology at the Homeland Security Department. Cohen most recently was the 20th Chief of Naval Research, commanding the Office of Naval Research and managing science and technology programs for the Navy and Marine Corps.

Kristin Martell joined health-care IT provider CNSI Inc., Rockville, Md., as marketing director. Martell previously headed a consultancy she founded.

Henryka Bochniarz joined Boeing Co. as president of Boeing Central and Eastern Europe in Warsaw, Poland, and manager of the company’s business interests in Bosnia, Bulgaria, Croatia, the Czech Republic, Hungary, Kosovo, Montenegro, Poland, Romania, Serbia, Slovakia and Slovenia. Previously, Bochniarz was president of the Polish Confederation of Private Employers Lewiatan.

Gary Arlen joined the advisory board of Internet voice and video communications provider SightSpeed Inc., Berkeley, Calif. Arlen is president of Washington telecommunications research and consulting firm Arlen Communications Inc. and a partner in competitive services consultancy Alwyn Group LLC. He also writes the “Making the Team” column for Washington Technology.
