Air Force Brig. Gen. Klaus Schafer, Patrick Murphy and Philip Maggi joined Washington-based mCapitol Management, a subsidiary of MWH Global Inc., Schafer joined the defense and homeland security team as a senior advisor. He previously was deputy assistant to the Secretary of Defense for chemical and biological defense. Murphy, now senior vice president in the firm’s government practice, headed his own finance, government, health care and technology lobbying practice. Maggi, vice president of mCapitol’s government practice, was a consultant to Congress and technology companies.

Bill Carroll joined Kforce Government Solutions Inc., Fairfax, Va., as managing director of homeland security business development. Carroll most recently was program director at the U.S. Immigration and Naturalization Service. Carroll is a member of the Industry Advisory Council and chair of the homeland protection committee for the Government Electronic Information Association.

Panos Anastassiadis, CEO of Cyveillance Inc., Arlington, Va., joined the board of directors of data reduction and conclusive data identification software developer ADF Solutions Inc., Silver Spring, Md.

Jim Koshar joined Dynamics Research Corp., Andover, Mass., as business unit director of civilian programs in the federal solutions group. Koshar most recently was a senior project manager at Perot Systems Government Services.

Jim Manchisi joined Booz Allen Hamilton Inc., McLean, Va., as vice president, focusing on space and ground mission strategies and implementations, in the company’s Chantilly, Va., office. Manchisi most recently was president of the space systems division at ITT Industries Inc.

Catherine York joined Communication Technologies Inc., Chantilly, Va., as managing director of sales for the Caribbean and Latin America, based in Charlotte Amalie, St. Thomas. York most recently was a senior vice president of the enterprise solutions group at GVI Security Solutions Inc.

Rod Massey joined SAP AG, Walldorf, Germany, as vice president of the company’s public sector business unit in the United States. Massey most recently was CIO of Clark County, Nev.

Marie O’Brien joined information-sharing software developer Epok Inc., Bethesda, Md., as vice president of public sector sales. O’Brien most recently was vice president of tactical sales for Sun Microsystems Inc.’s global government group.

Bill Tebbenhoff joined Hewlett Packard Co.’s Imaging & Printing Group in the Mid-Atlantic Region, and will be responsible for promoting HP's business printing products and services to Fortune 500 accounts in Southern Virginia.

Former Gen. Charles Boyd was named to the board of directors of DRS Technologies Inc., Parsippany, N.J. After a 35-year career in the Air Force, Boyd retired in 1995 as deputy commander in chief of U.S. forces in Europe. He most recently was president and CEO of Business Executives for National Security.

John Marselle is the new CEO of Robbins-Gioia LLC, Alexandria, Va. Marselle, a member of Robbins-Gioia's board of directors, joins the company from Sun Microsystems Inc. where he led the organization's government division.

Steve Stennett joined Tower Software Corp., Reston, Va., as vice president of U.S. sales. Stennett most recently was regional director for Oracle Corp.’s Fusion Middleware North American public sector sales.

Kathy Barton joined performance-based hiring training and consulting company Adler Group Inc., Miami, as senior vice president of business development and marketing. Barton most recently was senior vice president of marketing and product management for Peopleclick Inc.

Robert Stout and Sarah Semerjian joined video analytics developer Cernium Corp., Reston, Va. As director of partner programs, Stout will lead expansion of the company’s partnership program with physical security service providers. Semerjian, the company’s new marketing director, will take the lead in corporate branding, revenue generation and product marketing.

At Guident Inc., Herndon, Va.: Ken Raffel to senior director of the business intelligence division, responsibilities include complete management of the unit’s operational, sales and marketing components.

At Israel Aircraft Industries Ltd., Ben-Gurion International Airport, Israel: Dany Kleiman to corporate vice president and general manager of the Bedek Aviation Group; David Arzi to corporate vice president, commercial aviation liaison; Shlomo Karako to general manager, business aircraft division, commercial aircraft group; Nava Sela to general manager, aerospace assemblies division, Commercial Aircraft Group; and Dov Shavit to general manager, manufacturing technologies division, Commercial Aircraft Group.
