Frank Blount, chief executive officer of TTS Management Corp., was named to the board of directors of KBR Inc., of Houston.

Louis Mole joined Multimax Inc., of Herndon, Va., as vice president of capture management to seek new business in the federal civilian, defense and intelligence sectors. Mole most recently was vice president of strategic programs at QSS Group Inc.

Michael Roerty joined electronic document management developer Quality Associates Inc., of Columbia, Md., as business development executive. Roerty most recently was an account manager at Whitmont Legal Technologies Inc.

Royce Kincaid and Art Johnson joined AnviCom|Command Federal, a subsidiary of Command Information Inc., of Herndon, Va. Kincaid, a former business development leader in Northrop Grumman Corp.’s information technology sector, is vice president of business development. Johnson, now senior director of business development, most recently was national account manager for the Army at the General Services Administration.

Brian Michaelis, Thomas Saunders and John Serio joined law firm Seyfarth Shaw LLP, of Boston, as partners, and Joseph Quinn joined the firm as counsel for the intellectual property practice group. Michaelis and Saunders were partners and Serio was senior counsel at Brown Rudnick Berlack Israels LLP, and Quinn was an associate at Cesari and McKenna LLP. All are registered to practice before the U.S. Patent and Trademark Office.

Ben Aderson and Alan Vazquez joined high-tech trade group American Electronics Association’s state and federal affairs group in Washington. Aderson, the organization’s new state public policy manager and manager and counsel for technology policy, was legislative counsel to Rep. Anthony Weiner (D-N.Y.). As domestic policy manager and counsel, Vazquez will coordinate AeA’s federal and state e-commerce issues. A recent graduate of American University, he was a law clerk at the Recording Industry Association of America.

Robert Ingalls, a former senior executive at Verizon Communications Inc., joined the board of directors at video analytics solutions provider Cernium Corp., of Reston, Va.

David Knowles joined Advice Unlimited LLC, of Olney, Md., as an account executive. Knowles most recently was executive director at Illinois Lawsuit Abuse Watch.

Charles Scruggs joined American Systems Corp., of Chantilly, Va., as vice president and director of identity management and information assurance. Scruggs most recently developed strategic partnerships at Entrust Inc.

Robert Bozza joined CSSI Inc., of Washington, as chief financial officer. Bozza formerly was vice president of business operations, treasurer and controller of technical services businesses at Northrop Grumman Corp.

John Sullivan joined NeoScale Systems Inc., of Milpitas, Calif., as federal sales director. Sullivan most recently was federal operations director at Fortress Technologies Inc.

Joe Pulichino joined the Human Capital Institute, of Washington, as vice president of education and corporate membership. Pulichino most recently was marketing vice president at WBT Systems Inc.

Donna Bucella joined Perot Systems Corp., of Plano, Texas. Bucella will be based in the company’s Fairfax, Va., office and will lead development and implementation of the company’s homeland security sector strategy. Bucella, former director of the U.S. Terrorist Screening Center, most recently was senior vice president of global business continuity and crisis management at the Bank of America.

Rod MacDonald joined Sandler and Travis Trade Advisory Services P.A., of Washington, as a senior vice president. MacDonald most recently was assistant commissioner for information and technology and chief information officer at the Customs and Border Protection agency.

Ginger Lew and George Troendle joined the board of directors for ATS Corp., of McLean, Va. Lew, former deputy administrator and chief operating officer of the Small Business Administration, leads a private consulting firm in Washington. Troendle was the founder, chief executive officer and director of Resource Consultants Inc., of Vienna, Va., before its sale to Serco North America.

Thomas Bailey joined QinetiQ North America, a subsidiary of QinetiQ Ltd., of Farnborough, U.K., as human resources senior vice president. Bailey most recently was vice president of human resources at Computer Sciences Corp.

Andrea Fezuk joined Vangent Inc., of Arlington, Va., as corporate treasurer. Fezuk most recently managed treasury and other financial functions as finance vice president at Vettro Corp.

Gregory Allen and Jerry Ambrosh joined Vangent as business development directors. Allen, who will lead the company’s enterprise solutions development, most recently was corporate development director for the federal sector at STG Inc. Ambrosh, who will help grow the company’s Military Health System business, most recently was business development vice president at Apptis Inc.

At Juniper Networks Inc., of Sunnyvale, Calif.: Haywood Talcove to vice president of the public sector for the Americas, in the company’s Herndon, Va., office, where he will be responsible for sales capture and support to all government and education organizations.

At Aerospace Corp., of El Segundo, Calif.: Steven Leontis to principal director of the company’s space tracking and surveillance system block 06/08 directorate supporting the Missile Defense Space Systems organization, and Dean Marvin to principal director of the company’s research and program development, including engineering and technology programs.

At the company’s office in Chantilly, Va.: Patricia Maloney to principal engineer in the ground element of the enterprise systems and technology directorate.

At SRA International Inc., of Fairfax, Va.: Timothy Atkin to senior vice president and director at the company’s civil sector, and John Gilligan to senior vice president and director of the defense sector.

At Vangent Inc., of Arlington, Va.: Gerald Calhoun, former Washington district director at the Labor Department and an area director at the Defense Logistics Agency, to senior vice president of human resources.
