Linda Combs, controller at the Office of Management and Budget and head of its Office of Federal Financial Management, has resigned, effective Aug. 10. Clay Johnson, OMBs deputy director for management, cited Combs for cutting $8 billion in improper payments by agencies and producing the first governmentwide inventory of real property. She plans to retire and return to North Carolina. Danny Werfel, OMBs deputy controller, will be acting controller.
Steven Bandrowczak joined Nortel Networks Corp., of Toronto, as chief information officer, replacing Bill Donovan, who has been interim CIO since May. Bandrowczak will be responsible for Nortels information technology strategy and operations, leading the information services group and overseeing Nortels internal network infrastructure, business applications and data security. Bandrowczak most recently was senior vice president and CIO at Lenovo. Donovan will continue at Nortel as senior vice president in the companys business transformation office.
William Crowell was named CIO of San Diego County, charged with overseeing the countys Internet technology and computer services. Crowell will oversee the countys seven-year, $667 million contract with Northrop Grumman Corp. to manage the countys computer services. Crowell replaces Michael Moore, who is returning to the private sector, county spokesman Mike Workman said.
John Vice joined Kodiak Networks Inc., of San Ramon, Calif., as president, chief executive officer, and a member of the companys board of directors. Vice, who succeeds F. Craig Farrill, is a former Nortel Networks senior executive and CEO of Geyser Networks Inc. Farrill, who co-founded Kodiak in 2001 and has led the company since then, will continue as a member of Kodiaks board of directors.
Vernon Bettencourt Jr., deputy CIO of the Army since 2004, was named acting CIO of the Army, following the retirement of Army CIO Lt. Gen. Steven Boutelle. Maj. Gen. Jeffrey Sorenson was named to replace Boutelle. Sorenson has been deputy for acquisition and systems management at the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology since 2004.
Shirley Bloomfield joined Qwest Communications International Inc., of Denver, as senior vice president of federal relations, replacing Gary Lytle, who is retiring after leading Qwests federal operations since 2002. In her new position, Bloomfield will present Qwests public policy positions before the federal government. She most recently was vice president of government affairs at the National Telecommunications Cooperative Association.
Richard Miller joined CACI International Inc., of Arlington, Va., as executive vice president of corporate development and mergers and acquisitions. Miller most recently was managing director of corporate development at USEC Inc.
Herb Dhaliwal, former federal cabinet minister and member of parliament in Canada, was named to the board of directors of geospatial software developer PCI Geomatics Ltd., of Richmond Hill, Ontario.
Dennis Blair, a former Navy admiral and commander in chief of the U.S. Pacific Command, joined the board of directors at Iridium Satellite LLC, of Bethesda, Md.
Crystal Rai and Jessica Woo joined accounting firm Goodman and Co. LLP, of Rockville, Md., as associates. Both are recent graduates and hold bachelors degrees in accounting.
Walter Porter joined Managed Business Solutions Inc., of Colorado Springs, Colo., as managed services director. MBS is a subsidiary of Sealaska Corp.,of Juneau, Alaska. Porter most recently managed multinational operations at staffing provider Spherion Corp.
Jack Causa joined Spherion Corp., of Fort Lauderdale, Fla., as senior vice president and group executive, managing the Mergis Group, a division that performs recruiting and placement in information technology, engineering and other professional disciplines. Causa most recently was a partner at professional services provider Callaway Partners LLC.
Lance Rebels joined database solutions provider Guident Technologies Inc., of Herndon, Va., as business development director of the federal civilian sector. Rebels most recently was business development director at Systalex Corp.
Paul Kollmer-Dorsey joined Global Relief Technologies LLC, of Portsmouth, N.H., as senior vice president and general counsel. GRT provides rapid data management for disaster relief and humanitarian assistance, homeland security and health monitoring. Kollmer-Dorsey most recently was vice president and general counsel at global communications satellite provider SES New Skies B.V.
Anita Currie and M.N. Vyas joined the board of directors of the World Teleport Association, of New York. Currie is director of global satellite services at REACH, of Hong Kong; and Vyas is director at Essel Shyam Communications, Noida, India.
Cheryl Green joined Convergys Corp., of Cincinnati, as a sales director in the companys government solutions group. Green most recently was a client executive at Sun Microsystems Inc.
Richard Hopf joined Acquisition Solutions Inc., of Arlington, Va., as senior principal at the companys solutions center. Hopf is a former senior procurement executive and deputy assistant secretary at the Energy Department and senior procurement executive and associate administrator at the General Services Administration.
Timothy Jemal joined the Cyber Security Industry Alliance, of Arlington, Va., as senior vice president of government relations. Jemal most recently was executive director at the Orange County and Inland Empire Council for the American Electronics Association.
Adam Palmer joined cyberintelligence services provider Cyveillance Inc., of Arlington, Va., as general counsel and chief cybersecurity counsel. Palmer comes to Cyveillance from the National Center for Missing and Exploited Children, where he was director of the office of legal counsel.
