Guidehouse protests $99M Coast Guard financial management contract award

Guidehouse is objecting to how its proposal was evaluated in a competition for a $99 million contract to support financial management at the Coast Guard.

The Coast Guard picked Kearney for the award to lead verification and validation efforts, which the agency is acquiring as part of its broader push to modernize its financial systems.

Guidehouse has gone to the Government Accountability Office challenging how the Coast Guard evaluated the bids. Guidehouse also claims that Kearney does not have the relevant experience to meet the contract’s requirements.

Deltek data lists the specific tasks as including support for audits, accounting, financial management and internal controls.

The prime contractor also will support project management and change management. The Coast Guard also wants help with developing performance measures and standard operating procedures.

Deloitte is the incumbent contractor and has been supporting financial management at the Coast Guard since 2018. The company has not filed a protest.

A GAO decision on the Guidehouse protest is due Feb. 23, 2026.
