General Dynamics IT protest sinks DISA’s plan to expand Enclave

The Defense Information Systems Agency agrees to conduct market research and redo its acquisition strategy after GDIT challenged plans to expand the IT services contract’s scope.
General Dynamics IT has succeeded with its protest of the Defense Information Systems Agency's plan to expand the services Leidos provides under the Enclave IT services contract vehicle.
DISA wanted Leidos to migrate the combatant command's IT systems to Enclave, which would expand the scope of the contract beyond original plan to move the Pentagon’s 22 administrative and support agencies to DODNet.
Earlier this month, GDIT filed a protest with the Government Accountability Office objecting to that plan.
DISA took corrective action on Friday to address many of GDIT’s complaints.
The agency has agreed to conduct new market research, make a new acquisition approach decision, and create a new acquisition plan. DISA can take other actions, if necessary.
In its protest, GDIT argued that DISA should have competed the new requirement instead of just adding it to the Enclave contract.
GDIT questioned the reasoning and the process described in the justification document DISA released in June.
GDIT alleged DISA had inadequate market research, failed to conduct a pricing determination and did not describe steps to remove barriers to future competitions.
DISA also did not use a sources sought notice as it conducted market research ahead of the expansion of Enclave.
In the market research section of the justification document, DISA says contracting activity approved waiving the market research reqiurement.
GDIT also questioned the urgency of the expansion of scope of the Enclave contract.
