DISA preps $600M enterprise storage recompete

The Defense Information Systems Agency is seeking an on-demand managed service with usage-based pricing.
The Defense Information Systems Agency has released a draft solicitation for the recompete of an enterprise storage solution that could be worth over $600 million over 10 years.
Hewlett Packard Enterprise is the incumbent and has pulled @155 million in order volume since 2021, according to Deltek.
Comments on the draft are due Jan. 7, according to a Wednesday SAM.gov posting.
DISA wants feedback on both the draft solicitation and performance work statement. The agency likely will not respond to comments, but will consider them as it completes the final request for proposals. Deltek estimates DISA will release the final solicitation in January with an award to follow in 2027.
The agency is looking for a managed service that can provide on-demand storage solutions. DISA wants an approach that adapts to varied demand and to be billed on actual usage.
The managed service should include provisioning and maintenance of assets such as hardware, software, licensing, logistics and systems engineering.
The draft includes self-certification checklists that will be used in the evaluation.
DISA will be using a three-phase evaluation process. Phase one will see DISA look at the self-certification checklist, technical solution, availability and service-delivery plan.
Bidders who receive an “acceptable” score will move on to phase two, which includes oral presentations.
Phase three will be limited to the two highest-scoring bidders. They will be evaluated on their price and technical/management approach, with price being less important.
