Oasis protests Army C-UAS contract win by Parsons Corp

The GAO complaint claims evaluation flaws and an unresolved conflict of interest tied to Parsons making the systems it could potentially be testing.
Oasis Systems LLC is challenging the Army’s decision to award a $665 million contract for counter-unmanned aircraft systems to Parsons Corp.
The crux of their protest at the Government Accountability Office entails two objections.
First, the company is challenging how the Army evaluated both companies’ proposals for the OASIS+ task order to develop, test and evaluate C-UAS products
Secondly, Oasis alleges that Parsons should not have won the contract because it manufactures C-UAS products. The win puts Parsons in the position of potentially evaluating its own products.
Oasis claims this is an unmitigated impaired objectivity organizational conflict of interest and should have disqualified Parsons from the competition.
The company filed its protest on Sept. 15, and GAO expects to make a ruling by Dec. 24.
