Barbara Humpton's next role and more leadership moves across the market

USA Rare Earth
Barbara Humpton, chief executive of Siemens' U.S. subsidiary since 2018, will join USA Rare Earth as CEO on Wednesday to lead the next phase of its strategy as a domestic supplier of rare earth magnets and heavy rare earth elements.
As Siemens USA's CEO, Humpton has led a 45,000-employee team amid efforts to position the company for opportunities in industrial artificial intelligence and digital connectivity.
Prior to that role, Humpton led the Siemens Government Technology subsidiary as CEO for two years. SGT integrates Siemens’ products and technologies for federal agencies.
Ann Fairchild, Siemens USA’s general counsel, will lead the business as interim CEO.
Accenture Federal Services
Tim Lawrence has joined this subsidiary of the global professional services provider as chief financial officer after two decades at Booz Allen Hamilton.
Most recently, he worked as executive VP for Booz Allen’s Army client portfolio.
His career at Booz Allen includes leadership over major finance and operational initiatives across both federal and commercial markets.
Advanced IT Concepts
Kevin Thompkins has moved up to chief of corporate strategy and growth at this provider of enterprise IT and training services to government agencies, including military organizations.
The 25-year defense market veteran will lead Advanced IT’s business development and partnership functions, as well as innovation efforts.
Thompkins joined the company at the start of this year after a stint as vice president of business development at H4 Enterprises.
AeroVironment
Jonathan Jones has moved up to senior vice president for the cyber and mission solutions business unit at this defense technology company.
He is a 19-year veteran of AeroVironment and most recently led the integration of 550 employees from its defense and interagency services business unit into the CMS team.
The CMS unit is part of AeroVironment’s space, cyber and directed energy segment. AeroVironment acquired BlueHalo to gain more of a footing in those three defense tech areas.
Appian
Matt Chong has joined this enterprise software company as senior vice president of its public sector team.
Appian maintains a network of partners in the federal market that include the likes of Accenture Federal Services, Deloitte, Groundswell, IBM, Ignyte and KPMG. The Appian user base includes agencies such as the General Services Administration, Agriculture Department, Labor Department, Food and Drug Administration, and Federal Transit Administration.
Chong is a 13-year technology sector veteran and most recently worked at Qualtrics as SVP of public sector.
Ethos
Cory Jones has joined the developer of human readiness training tech as chief technology officer following two decades across public sector and enterprise markets.
Ethos’ flagship offering is designed to operate across both classified and commercial networks for the purpose of bringing together learning, performance and outcomes into a single platform.
Jones most recently led the public sector mission engineering team at Scale AI and before that was vice president of engineering at Shift5. He also has 15 years of technical experience at the National Security Agency, Defense Department and contractors.
GRVTY
Dr. Phil Root has joined the Arlington Capital Partners-backed defense technology company as chief technology officer, a role he brings roughly three decades of operational and technical experience to.
Root most recently served as director of the Defense Advanced Research Projects Agency’s Strategic Technology Office and is a former deputy director for the DARPA Defense Sciences Office.
He is also a retired Army lieutenant colonel and MIT-trained aerospace engineer.
Guidehouse
Mark Bethke and Amit Mehta have joined the leadership team at this global professional services firm’s health segment as part of its payer-provider practice.
Bethke will primarily work with health systems, physician organizations, health plans, and state and federal agencies. He previously spent 26 years at Deloitte.
Mehta will lead efforts to grow Guidehouse’s presence among payers such as commercial insurers and government programs like Medicare and Medicaid. He is a 15-year veteran of work with those organizations.

The company’s communities, energy and infrastructure segment has added four new partners to help lead a team that works with government agencies and other large organizations such as energy providers.
Jon Burchard is a 25-year veteran of efforts related to health and human services IT implementations, restructurings, organizational assessments and staff transitions. Dr. Ray Hawat’s background of 30 years includes initiatives in program management, transformation and customer success.
Phil Nordgren touts 20 years of experience in public sector modernization and will focus on state and local agencies challenged by fiscal pressures, workforce issues and federal responsibilities. Jason Reilly’s main responsibilities include bridging Guidehouse’s advisory work with artificial intelligence- and other tech-enabled offerings.
Hanwha Group
Alex Wong has joined the South Korea-headquartered business conglomerate as global chief strategy officer, a newly-created role based in Washington, D.C.
Wong will lead Hanwha’s efforts to further grow its partnership network and defense capabilities, particularly in the U.S. and Europe. Hanwha touts defense, shipbuilding and energy solutions as key priorities.
He most recently served in the White House as principal deputy national security advisor and has also held senior positions at the State Department, including deputy special representative for North Korea and deputy assistant secretary for East Asian and Pacific Affairs.
HawkEye 360
Craig Searle has moved to the chief financial officer role at this space company focused on signals intelligence data and analytics.
Searle first joined HawkEye 360’s executive team in 2023 following a four-year term on its board of directors. He most recently worked as chief business officer for less than a year.
Prior to HawkEye 360, Searle worked as a director for the strategic investments and acquisitions team at Advance.
MartinFed
This provider of technology, engineering and training services to federal agencies promoted a pair to its C-level leadership team from the executive vice president ranks.
Ted Martin is now president with responsibility for its profit-and-loss, service delivery, growth and business operations functions. Brad Fuller moved up to chief operating officer and now leads the day-to-day operations.
Martin previously worked as executive VP of federal solutions and is a three-decade market veteran, while Fuller was EVP for the cyber and IT business.
SkyEdge Systems
Chad Hess has joined this newly-formed subsidiary of Chenega Corp. as president to lead its strategy centered around technology and professional services for federal agencies.
SkyEdge touts its capabilities as including cloud integration, application development, systems modernization, and data management and analytics.
Hess most recently worked at fellow Chenega company SecuriGence as director of growth.
Trident Solutions
Jim Haney has joined the defense electronics maker as chief financial officer in the wake of its new brand identity and organizational structure.
Trident sold its Geost payload business to Rocket Lab and now operates across three divisions: space electronics systems, integrated C4ISR systems and optical precision systems.
Haney is a 15-year defense and finance veteran who most recently worked as CFO for Teledyne Qioptic Group, part of Teledyne Technologies.
IonQ
John “Jay” Raymond, a retired general and the Space Force’s first ever chief of space operations, has joined the board of directors at this quantum computing technology company.
Raymond led the establishment of Space Force and served as its senior military officer from 2019 until 2023, when he retired after four decades of military service. Before that, he served in the Air Force for 35 years and was commander of Space Command from 2019 to 2020.
He currently works as a senior managing director at the private equity firm Cerberus Capital Management. He also is a member of the boards of directors at Impulse Space and Planet Labs.
