Army reveals first solicitation for $4B in R&D services recompetes

Small businesses now have a final solicitation they can read through and respond to, with the full-and-open portion still waiting in the wings.

The Army has unveiled the final solicitation for one part of the next iteration of a contract the service branch uses to acquire broad research-and-development services from industry.

The new Design, Development, Demonstration and Integration II Domain 2 program will remain exclusive to small businesses and have a $2.05 billion ceiling to be shared among all awardees for the full 10-year duration.

Bids for the multiple-award contract are due to the Army by Feb. 27 and questions on the request for proposals must be submitted by Jan. 18, the Army said in its Friday notice to release that RFP.

The Army's Space and Missile Defense Command uses the overall D3I2 procurement to information integration, data exploitation and other warfighter capabilities to aid in the development of solutions for global space, missile defense and high-altitude missions.

D3I2 Domain 2's performance period will include a five-year base period, followed by a potential five-year option to extend the full duration to Feb. 5, 2035.

For this recompete, the command is combining domains two and three from the current iteration that was awarded in 2016.

D3I2's Domain 1 is the full-and-open portion that will have an approximate $2.57 billion to be shared among all awardees. A final solicitation for this track should go out later in the calendar year.
