Accenture challenges $1.6B CACI award

Accenture Federal Services is objecting to a $1.6 billion Transportation Command contract that went to CACI International.
Under the contract, CACI will build a new cloud-based platform for managing transportation and logistics operations. The project is known as the Joint Transportation Management System.
Accenture is challenging how the command evaluated pricing and the company claims that CACI's pricing poses a risk to the agency. Accenture is also the command didn't properly evaluate the non-price aspects of their proposals.
The protest raises concerns about about a possible organizational conflict of interest because CACI teammate KPMG has another contract that gives the CACI teammate unequal access to Transportation Command requirements.

According to Deltek, this is a new contract, so there is no incumbent.
JTMS will be based on commercial supply chain software and will support 36,000 users. The contract covers technical support services to deploy and sustain the system.
The Transportation Command wants to re-engineer its business processes, according to solicitation documents. It also needs integration services for its financial, transportation and logistical operations. The command seeks software that supports various commercial transportation models, including asset-based carriers, third-party logistics providers, and freight forwarders.
The software solution must support multiple modes of transportation operations to include air, ocean, freight, rail, and small package shipments.
Work will take place over an initial five-year base period, followed by a single option for five more years.
The Defense Department announced the award to CACI on Aug. 11. Accenture filed its protest Aug. 27. The Government Accountability Office will make its decision by Dec. 5.
