Protests continue for $10B State enterprise IT vehicle

Challenges from two companies remain active as the State Department works to field its main enterprise IT services vehicle.
Two companies have dropped their protests of a $10 billion State Department contract, but a pair of other challenges remain active.
KPMG dropped its objections Thursday and TekSnap withdrew on July 9. Both protesters challenged how their proposals were evaluated for the Evolve contract.
However, a pair of other protests by Alpha Omega Integration and PBG Consulting remain open.
Evolve is a vehicle State developed for enterprise-wide IT projects. State consolidated 11 current contracts into a single procurement with functional areas such as IT management, cloud and data center services, application development, network and telecommunications services, and customer support.
Bidders submitted proposals for each area they wanted to pursue. They did not have to bid on all of them.
State has apparently made multiple awards across the different functional areas, but a complete list of winners is not available yet. Up to 35 total awards are expected.
We do know that State made five awards in the application development area to CACI International, General Dynamics IT, Leidos, Peraton and Science Applications International Corp.
The Government Accountability Office expects to rule on the protests by Alpha Omega and PBG by late October.
