Navy starts the bidding for $500M C4ISR engineering contract

The Navy is seeking an industry partner to help manage and execute programs and sponsored projects.
The Navy has opened the window for industry to start working on and submitting proposals for a five-year, $500 million contract covering broad program management and engineering services.
Navy officials set up the Network Integration Engineering Facility Engineering Services contract to cover the entire lifecycle of systems used for missions in C4ISR -- Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance.
Bids are due to the Navy no later than 2:30 p.m. on Nov. 17 with a planned award date of July 7, 2026, the Navy said in a Thursday notice to release the final solicitation.
The Naval Information Warfare Center – Pacific is seeking an industry partner to help manage and execute programs and sponsored projects.
NIWC Pacific is breaking out the contract into six primary focus areas:
- Program management
- Financial management
- Engineering services
- Engineering data management
- Warehousing/material management
- Testing/technical services
Noblis is the incumbent contractor after having first secured the work in 2021. GovTribe data indicates the Navy has obligated $138 million in task order volume to-date ahead of the scheduled expiration date of July 5, 2027.
