GSA re-opens OASIS+ to new bids, shifts to continuous approach

The General Services Administration has re-opened its window to accept proposals for OASIS+, the government-wide professional services contract vehicle being expanded in scope this year.
GSA is shifting OASIS+ to a continuously open on-ramp model amid its move to grow OASIS+ to 13 domains, a decision the agency finalized in December.
All six solicitations for the OASIS+ unrestricted and small business set-aside tracks will remain in an open status indefinitely with no fixed timelines for awards of seats on the vehicle, GSA said in its Monday notice to announce the master contract’s re-opening.
GSA will generally evaluate bids in the order it receives them, subject to resource availability. The agency also intends to provide notification “with sufficient advance notice” should it determine a need to close any portion of OASIS+.
With this re-opening, GSA is also telling existing awardees they are free to compete for awards in domains they are not already a part of. Offerors can also submit a single proposal for multiple domains under a single solicitation.
By expanding OASIS+, GSA is looking to further align this vehicle with the Trump administration’s efforts to consolidate more federal procurement functions as the agency grows its scope of responsibilities there.
GSA has altogether made roughly 4,100 awards for OASIS+, including around 700 in the unrestricted track and 3,400 across the five small business tracks.
