FAA picks 8(a) firm for $295M Technical Center support contract

Quecon, an IT and technical services provider founded in 2015, has won a potential $295 million contract for broad engineering support services at a Federal Aviation Administration hub focused on research-and-development efforts.

The William J. Hughes Technical Center for Advanced Aerospace serves as the FAA’s primary scientific test base for R&D, testing and evaluation, and verification and validation efforts related to air traffic control and aviation systems. Roughly 4,500 people work at the FAA Technical Center, which is located alongside Atlantic City International Airport in New Jersey.

FAA officials awarded the seven-year Second Level Engineering Support contract on Wednesday and received three proposals, according to Sam.gov records. This competition was set-aside for 8(a) small businesses.

Work under this contract will support the FAA’s Air Traffic Organization amid ongoing efforts to implement new hardware and software into the National Airspace System, which includes airports and their surroundings.

Quecon will be responsible for assisting FAA personnel in mission areas such as remote or onsite restoration support, engineering studies, configurations, documentation, system assurance, safety management and cybersecurity.

Solicitation documents issued in March 2025 describe these categories of services and systems as in the scope of the contract:

  • Enroute and oceanic
  • Terminal
  • Communication, flight service and weather engineering
  • National airway systems engineering
  • Information system security
  • Administrative computer systems
  • Business operations

The FAA Technical Center first opened in 1958 as the National Aviation Facilities Experimental Center at the former Naval Air Station, Atlantic City. The FAA took over the facility in 1980 and named it after Amb. William Hughes in 1996.

Quecon is an 8(a) and service-disabled/veteran-owned small business whose sole customer is the FAA. The company has generated $14.4 million in unclassified prime contract revenue over the trailing 12 months, according to USASpending.gov data.

In February, ASRC Federal captured a potential $432.2 million second-level engineering services contract for work at the Mike Monroney Aeronautical Center in Oklahoma City.
