DCSA folds three contracts into a single set-aside

The Defense Counterintelligence and Security Agency is collapsing portions of three existing contracts into a new woman-owned small business contract under the Business Operations Support Services requirement, also known as BOSS.

Two contracts are held by small businesses, but number three is an IT systems engineering and technical assistance support contract that Science Applications International Corp. secured in 2023.

SAIC has received $325 million in task order volume through the One IT order to-date, according to GovTribe data.

In its justification document, DCSA says the consolidation is part of its Mission and Operation Program Support Services product service line known as MOPSS. DCSA believes that continuing with three separate contracts would be redundant and not efficient, according to the document.

“Consolidating these services under a single, unified vendor provides significant advantages in workforce stability and operational continuity,” DCSA says in the justification. “A single vendor is better equipped to proactively manage personnel transitions, such as resignations or terminations.”

DCSA estimates that it will save more than 10% over the current costs. The justification document redacts specific dollar figures.

DCSA has not announced yet what portions of the three contracts will be consolidated and what, if anything, will be left over for the incumbents.

The agency also plans to set aside the new contract for woman-owned, small businesses. This is in part because DCSA missed its WOSB contract goal in federal fiscal 2025, but how much they missed it by is redacted.

“The estimated dollar value of this consolidated requirement is reasonably expected to enable DCSA to meet its WOSB goal for the current fiscal year,” the agency states.

The estimated value is not disclosed in the justification document, but the new consolidated contract will cover 33 full-time equivalent positions. DCSA also says it will use the OASIS+ vehicle to compete the work.

DCSA does not provide a timeline for releasing the solicitation or awarding the contract, but the three existing contracts have expiration dates ranging from January 2027 to July 2027.
