Four companies feature in this roundup of key leadership appointments across the market.

Accenture Federal Services

The global consultancy's subsidiary for U.S. federal has brought over Noelle Russell as market lead for its data and artificial intelligence offerings.

Russell joins Accenture Federal from its parent company, where she most recently worked in the dual roles of global AI solutions lead and generative AI and large language model industry lead.

Outside of Accenture, she also is chief AI officer at the AI Leadership Institute whose mission is to advocate for organizations to think through responsible use of the technology. Her career also includes technology leadership roles at National Public Radio, Microsoft, IBM, Amazon Web Services and Amazon Alexa.

iNovex

This Enlightenment Capital-backed software development contractor has hired a new executive vice president in Ray Williams, who most recently was an executive at Maxar Technologies.

He will lead iNovex's ongoing initiatives to integrate operations and systems across its acquired businesses, plus support strategy and operations.

Enlightenment Capital entered this investment in the fall of 2022 and has since supported two acquisitions by iNovex, both of which primarily concentrated on expansion within the defense and intelligence communities.

Williams most recently was a vice president at Maxar’s intelligence and combatant command business unit for five years. His two-decade industry career also includes leadership roles at Peraton, Engility, SE Solutions and Multimax.

SkyePoint Decisions

This cybersecurity-focused company in the federal market has promoted Heather Conigliaro to president from her now-former role of chief strategy officer.

Conigliaro will oversee SkyePoint's push to expand its professional services offerings for civilian and defense agencies. Her other responsibilities will include the integration of acquired businesses, compliance initiatives and delivery performance.

One of those acquisitions took place in the fall of 2022, when SkyePoint purchased the SNR Government IT Services from then-owner Arrowpoint and brought over a suite of large contract vehicles with defense agencies.

Conigliaro first joined SkyePoint in 2014 and prior to that was a project manager at CACI International, where she led a team of IT professionals at the Library of Congress.

Vibrint

This rebranded national security technology integrator can now cross a second item off its to-do list: building up the executive leadership team.

Vibrint hired a new chief strategy officer in Jim Robb, who will hold the dual title of general manager of services and joins a group that includes Chief Growth Officer Amy Steinberg.

Led by CEO Tom Lash, Vibrint unveiled that branding and identity in mid-November after the merger of Engineering Solutions Inc. and Meadowgate.

Some of Vibrint's other key promotions include Hunter Lochte to GM for products, Eddie Harless to VP of intelligence services, and Amy Lytttle to VP for human resources.
