Tanya Bassett has joined the employee-owned technology and professional services provider as vice president of business development, which includes new market infiltration efforts.
The nearly three-decade market veteran most recently worked at Precise Systems as a BD VP and before that led similar functions at Science Applications International Corp.
Before entering industry, her government career included service as head of business operations for the Naval Air Warfare Center Aircraft Division’s test and evaluation department.
Decision Lens’ C-level team
Steve Tolbert has taken up the newly-created role of president at the provider of integrated planning software for government agencies.
The three-decade market veteran will work with CEO John Saaty to shape this phase of Decision Lens’ strategy following its acquisition by Diversis Capital in the summer.
He most recently worked as an executive vice president at CACI International. His career prior to CACI includes leadership posts at Perspecta, Hewlett-Packard and SRA International.
Decision Lens at the VA
Joe Nay has joined the company as senior vice president for its portfolio at the Veterans Affairs Department following 17 years at VA.
He most recently served as a senior leader at VA’s Office of Information Technology.
Decision Lens cited his overall 25-year background as including digital transformation initiatives, as well as work to implement agile methodologies.
EACOWT
Joe Uglialoro is now chief operating officer and general counsel at Eutelsat Group’s subsidiary focused on the U.S. government market, where Chris Hetmanski is now chief technology officer.
Eutelsat formed the subsidiary in the wake of its 2023 merger with OneWeb. Ian Canning, a 13-year veteran of EACOWT and its heritage businesses, moved up to CEO at the start of 2025.
Uglialoro is a two-decade GovCon veteran who joined OneWeb’s federal arm in 2021, while Hetmanski joined Eutalsat America in 2023 after three decades in the satellite communication market.
Koniag Government Services
Dr. Eric Reyes has moved up to the chief security officer post at this provider of professional and operations management services to federal agencies.
KGS has tasked Reyes with leading its work to achieve a Level 2 certification under CMMC, the new cyber and supply chain security standard for the entire industrial base.
He joined KGS in 2020 following a two-decade career in federal law enforcement and security.
LightRidge Solutions
James Yates has joined the space sensor and payload provider as chief growth and strategy officer, a role that involves leadership of business development functions.
The three-decade space market veteran will also lead capture efforts and work to identify new market opportunities.
His career prior to LightRidge includes BD leadership roles at Honeywell and L3Harris Technologies.

Ryan McLean has joined the technology and consulting services provider as chief technology officer for its Air Force market.
He most recently served for five years as the Air Force’s technical program manager for warfighter mobile technology and unmanned aerial systems.
His 15-year public sector career also includes service as a program manager in the Pentagon’s Chief Digital and Artificial Intelligence office, and work at companies such as Raytheon and U Group.
Altamira Technologies
Norm Wilcox has joined the board of directors for this defense and national security technology integrator, to which he brings three decades of cyber and risk management experience.
He is currently chief executive of Bluewater International, a boutique high-growth investment advisory firm focused on the digital information and cyber risk markets.
Wilcox also is a co-founder of LexisNexis’ risk solutions group.

Jennifer Swanson has joined the board at RSGS, the U.S. government-focused subsidiary of the Israel-headquartered defense technology company.
Swanson brings three decades of government experience to the panel, including the past three as deputy assistant secretary of the Army for data, engineering and software.
She is also a former director of the Defense Department’s Communications and Electronics Command Software Engineering Center.
Serco Inc.
Gio Phan and Teresa Shea have both joined the board for this subsidiary of U.K.-headquartered Serco Group.
Phan is a four-decade government service veteran whose most recent role was executive director of the Naval Sea Systems Command.
Shea holds three decades of experience in the defense and intelligence communities, including as director of signals intelligence at the National Security Agency. She is also a former executive from Raytheon.
