One 23 Group acquires mission, enterprise IT provider

The One 23 Group launched in 2023 with the backing of private equity firm Willow Creek Partners.
The One 23 Group, a provider of technology and cybersecurity services to national security and law enforcement agencies, has completed an acquisition with an eye toward further building its mission IT and enterprise IT portfolio.
Integrated Computer Solutions opened for business in 1997 and describes its IT services offerings as covering cloud computing, cybersecurity and application support. The nearly 200-employee company also works on programs in operations-and-maintenance, plus command-and-control.
As part of the transaction announced Monday, O23G will also add the ICS Labs innovation hub that focuses on rapid development and deployment of tech solutions. Terms of the acquisition were not disclosed.
“ICS and ICS Labs directly strengthen our ability to help federal agencies solve their mission challenges with speed, innovation, and security,” O23G’s chief executive Caesar Nieves said in a release. “This combination aligns with our mission-driven approach and positions O23G for continued growth into the National Security markets.”
ICS Labs includes an artificial intelligence ecosystem for enabling work in areas such as secure cloud modernization and the DevSecOps software development practice.
O23G is owned by the private equity firm Willow Creek Partners, which launched the company in 2023 as a 200-employee business and the foundation for WCP’s government services portfolio.
Nieves joined WCP in 2023 as an operating partner following nearly three decades at other GovCon companies such as Jacobs, Engility, Unisys, Dell and Booz Allen Hamilton.
In his most recent role at Jacobs, he was president of the divergent solutions business unit that houses much of the company's data solutions work.
O23G’s advisers on the ICS transaction were Tide Lock Partners, Greenberg Taurig and Baker Tilly. ICS’ advisers were Rock Hall Partners and McDonald Hopkins.
