Dana Barnes has joined this subsidiary of the global financial data giant as president to lead the next phase of its strategy in the national security market.
The two-decade federal market veteran most recently worked as vice president of public sector at Forrester. His career also includes leadership roles at Dataminr, Palo Alto Networks and Microsoft.
Barnes succeeds former CEO Steve Rubley, who retired from TRSS in late 2025 and is staying involved as an adviser to Barnes.
TRSS has recorded approximately $13.3 million in unclassified prime contract revenue over the trailing 12 months, according to USASpending.gov data. The Homeland Security Department represents 56.8% of that spend, followed by the Health and Human Services Department at 29.4%.
TMC Technologies
Jeff Edgell has moved up to CEO at the small business technology contractor, which provides software development and other related services to federal agencies.
Edgell was previously TMC’s chief operating officer for two years and succeeds Wade Linger, who has stepped down to focus on his duties as chairman of the board of directors.
Edgell first joined TMC in 2019 after nearly three decades at companies such as DHA Group and ManTech.
TMC has recorded approximately $7 million in unclassified prime contract revenue over the trailing 12 months with NASA representing 71% of that spend, according to USASpending.gov data.
Alpha Omega
Patrick Carberry has joined the digital transformation provider as vice president of its Homeland Security Department business, a role he brings 15 years of experience to.
Carberry will lead Alpha Omega’s push for growth across DHS and evolving the company’s offerings for that set of customers.
He most recently worked at REI Systems as director for its civilian market portfolio. His career also includes roles at Amivero, Sevatec and a stint as an account manager in the General Services Administration’s Technology Transformation Services team.

Milad Bahrami has joined this integrator of Oracle- and other cloud-based technologies as president to help oversee the next phase of its strategy across defense, health and civilian programs.
The 25-year market veteran most recently worked at Leidos as senior vice president and business area leader for health solutions. His career also includes leadership roles at General Dynamics IT, Booz Allen Hamilton, Lockheed Martin and Science Applications International Corp.
Concept Plus is backed by Blue Delta Capital Partners, which entered this investment in the fall of 2023.
Cubic Corp.
Samuel Stollar has joined the company’s defense technology business as vice president and general manager of its digital intelligence arm.
Cubic Digital Intelligence focuses on full-motion video, geospatial intelligence, surveillance, reconnaissance, and artificial intelligence and machine learning.
Stollar is a two-decade market veteran who most recently worked as a partner at IBM, which he joined upon its acquisition of Octo in late 2022. He led Octo’s defense and intelligence business unit prior to that transaction.
Dewberry
Paul Dean has moved up to senior vice president and operations unit manager for the geospatial technology services group, 11 years after he first joined the company.
Dean has worked as a business unit manager for the group since 2023. He now oversees all aspects of project delivery and production for programs in the federal, state and local markets plus commercial.
The two-decade industry veteran will also oversee efforts to add new clients and grow technology-centric offerings for the current customer set.
General Dynamics Mission Systems
Chris Jaeger has joined the defense company’s business unit focused on defense, space and cybersecurity products as vice president of cross business and strategic initiatives.
Jaeger returns to GDMS to lead collaborations within its own enterprise, other GD businesses and industry teammates.
This is Jaeger’s second stint at GDMS, where he previously worked as a business line senior director from 2022 to 2024. He is also a former acting assistant director and deputy assistant director for the CIA.
HawkEye 360
Michael Turner has joined the satellite operator and data provider as chief legal officer, a role he brings 25 years of experience to.
Turner most recently worked at 908 Devices as chief legal and administrative officer. His career also includes tenure as co-CEO of Allied Minds, as well as partner roles at DLA Piper and Goodwin Proctor.
Dennis Burnett will continue in his role as HawkEye 360’s general counsel.
In-Q-Tel
Daniel Gwak has joined the intelligence community’s arm for backing technology startups as chief investment officer, a role that marks his return to the organization.
Gwak most recently worked at Point72 Private Investments as managing partner to lead its ventures, growth and private equity strategies.
He joined Point72 in 2017 after four years as a partner at In-Q-Tel and is a former Marine Corps infantryman.
IntelliGenesis
Dr. Peter Walker, a retired commander of the Navy Medical Services Corps, has joined this provider of automation and cybersecurity solutions as chief innovation officer.
The two-decade defense tech veteran will oversee IntelliGenesis’ research-and-development functions, which include dual-use acceleration and product development.
His government service career has included leadership roles at the Defense Health Agency, Joint Artificial Intelligence Center and Office of Naval Research. Walker also led Project Salus, an analytic platform the Defense Department deployed during the COVID-19 pandemic to model disease spread and vaccine distribution patterns.I
Lockheed Martin
Dan Tenney will move up to senior vice president of global business development and strategy on Feb. 16, four years after he first joined the company.
Tenney will succeed Michael Williamson, who is retiring from the company after nine years there and approximately four decades in the defense arena. Williamson joined Lockheed in 2017 after 34 years in the Army, from which he retired as a lieutenant general.
Tenney currently leads BD and strategy for Lockheed’s rotary and mission systems segment. Prior to Lockheed, he spent 27 years at NASA in a career that included stints as its chief financial officer and associate administrator for mission support.
ManTech
Brandy Durham is now chief data and artificial intelligence officer at the company, which puts her in charge of its overall AI and data practice.
ManTech’s investments in that practice include the acquisition of Elder Research, which also brought with it a suite of data science offerings, and partnerships with Lockheed Martin and Oracle to integrate more AI tools in government environments.
Durham joined ManTech in 2023 after two decades at companies such as Amazon Web Services, Microsoft, IBM and Booz Allen Hamilton.
PingWind
The technology services and supply chain risk management company has promoted a pair of vice presidents to the C-level executive team.
Lucy Martin has moved up to chief growth officer approximately six years after she first joined PingWind. She leads its business development and partnership functions, as well as the work to bring new solutions to customers out of its internal pWind Labs innovation organization.
Efe Lind has elevated to chief solutions officer just shy of four years after she first joined PingWind, where she leads the Labs organization. She oversees the company’s efforts in designing new offerings that incorporate AI, among other functions.
ProSource 360 Consulting Services
William Tucker has joined the health care and IT-focused company as chief technology officer, a role he brings 15 years of experience to.
Tucker most recently worked at Sumitomo Pharma as enterprise architect and acting head of enterprise applications, a role that encompassed a 350-app portfolio.
ProSource 360 touts his background as including work on digital transformation and AI-centered tech offerings.
Slingshot Aerospace
Scott Humphrys has joined the space data software provider as chief operating officer, a role he brings three decades of defense experience to.
Humphrys most recently was the owner and COO of Mission Essential, which employs close to 5,000 people around the world.
He also is a 25-year Air Force veteran, a career that included service in senior command and staff roles supporting U.S. and joint operations.
