BTS and Quorum make M&A decisions, Capitol Meridian closes second fund

BTS Software Solutions
This defense technology integrator has acquired a specialist in software engineering and programmable hardware in a push to further build up a technical workforce and solution portfolio for government agencies.
Augury particularly focuses on field-programmable gate arrays, which are integrated circuits that run tasks in parallel at the hardware level. FPGA chips are designed to be reprogrammed in the field in order to help engineers update the circuit’s architecture and hardware functionality after deployment.
BTS’ strategy centers around software engineering, cybersecurity, intelligence operations, cloud, artificial intelligence and advanced hardware integration efforts for defense and intelligence agencies.
Government market venture firm Blue Delta Capital Partners is a backer of BTS, having invested in the company in the fall of 2025.
Quorum
This software developer opened for business in 2014 to build a government affairs platform powered by artificial intelligence techniques, which now include agentic AI functionalities.
Quorum now has a new investor in Enlightenment Capital, which is supporting the company through its push to expand the platform’s AI capability in order for its public affairs user base to monitor policy developments.
Quorum touts a user base of at least 2,000 organizations, including roughly half of Fortune 100 companies. The platform is built to help users track legislation and advocacy efforts via a single system of record.

Enlightenment's current GovCon portfolio also includes Agile Defense, Auria, Cryptic Vector, Expedition Technology, Expression and Red Alpha.
Capitol Meridian Partners
This private investment firm has completed the raise for its second fund at $1.9 billion, a figure that doubles the $900 million collected in 2024 for the first fund.
Capitol Meridian Partners focuses most of its attention on founder-led companies whose technology and service offerings cut across the government market and adjacent commercial industries. National security, defense and commercial aviation fall within that purview.
CMP’s current GovCon investment portfolio includes Beaufort, Clarity, LMI, Parry Labs Technomile and Westway Enterprises.
Brooke Coburn and Adam Palmer started CMP in 2021 following their stints at The Carlyle Group.
