XTec wins $177M identity, credential tech contract

XTec has won a potential 10-year, $177.2 million task order to provide identity authentication and management technologies for a government-wide credentialing program covering federal employees and contractors.
A total of 105 agencies participate in the USAccess program that helps credentialed users log into computers and networks, enter federal facilities and secure areas, encrypt technology assets and digitally sign documents.
The General Services Administration awarded the order on Tuesday and received four offers, according to Federal Procurement Data System records.
A sources sought notice on the requirement from 2020 describes GSA’s goal of hiring a a technology provider whose offerings can aid in identity proofing and authentication, credentialing services, software applications, data storage and security, and providing alternatives to the smartcard authenticator.
The order is called HSPD-12 Core Service Next Generation USAccess 2.0 in full and is part of GSA’s efforts to further streamline the system via a managed service approach.
Homeland Security Presidential Directive-12 has been the common identification standard for federal employees and contractors since 2004, while the USAccess shared service was stood up three years later.
Approximately 600,000 personal identity verification cards are in use today across government under USAccess.
Peraton is the incumbent contractor and inherited the work through its acquisition of Perspecta in 2021, four years after the award. GovTribe data indicates GSA has obligated $151 million in order volume to-date ahead of its scheduled expiration date of Sept. 28, 2027.
XTec also is contracted for identity, credential and access management services to the Health and Human Services Department in support of HHS’ efforts to follow the HSPD-12 standard. HHS chose XTec for that effort in 2023 under a five-year, $400 million blanket purchase agreement.
The company is headquartered in Miami and touts a user base of at least 70 agencies including the Homeland Security and Justice departments, plus the Navy and Drug Enforcement Administration.
