Navy picks 7 for $828M business support recompete

The Navy uses this contract to acquire business management support services for its personnel, manpower and training initiatives.
The Navy has awarded seven companies positions on a potential nine-year, $827.9 million contract for professional services to aid the service branch’s senior uniformed officer responsible for personnel requirements.
Winners will compete for task orders to provide business management support services to the deputy chief of naval operations for personnel, manpower and training and its subordinate commands. The Navy received 20 proposals for the contract, according to the Pentagon’s Wednesday awards digest.
Awardees are as follows:
- 22nd Century Technologies (newcomer)
- Booz Allen Hamilton (incumbent)
- CACI International (incumbent)
- Guidehouse (newcomer)
- Ignite Digital (newcomer)
- Serco Group’s North America subsidiary (incumbent)
- Systems Planning and Analysis (incumbent)
Serco North America inherited its incumbency through the 2021 acquisition of WBB, one of five primes on the current Business Management Support Services contract awarded in 2018.
The Navy has obligated $244.3 million in task order volume against BMSS ahead of its scheduled August 2027 sunset, according to GovTribe data. Deloitte, which has received 6% of the volume, is the lone incumbent not on the new contract’s awardee list.
Solicitation documents released in November describe the new contract’s service categories as including manpower and performance assessment, financial program management, quantitative analysis, and research-and-development support.
