One of the market's notable founders lines up a new role and a second returns to the company he helped start nearly a decade ago, among other hires and promotions highlighted in here.

Axiom Space

Tracey Davies has joined the commercial space station developer as chief legal officer, while also taking on the roles of general counsel and corporate secretary.

The 25-year law veteran most recently worked as senior vice president and associate general counsel at Edwards Lifesciences. She is also a former partner at Gibson, Dunn & Crutcher and for Vinson & Elkins.

Davies takes up her new role at Axiom roughly a month after it hired Dr. Jonathan Cirtain as CEO.

Chenega Corp.

Meg Arminski has joined the government services company as vice president of human resources, a role she brings 20 years of HR experience to.

Her career includes senior leadership roles as Cook Inlet Region, Chugach Government Solutions and Calista Corp. Those positions involved mergers and acquisitions, benefits administration, compensation, recruitment, training and development.

Arminski succeeds the retiring Vicky Stuart, who worked as HR VP for the past six years.

Connsci

Chetan Gulati has joined the IT and professional services company as vice president of delivery, a role he brings 25 years of experience to.

He will lead all efforts in program execution at Connsci, including complex technology initiatives at government agencies.

Gulati’s career includes roles at Infotrend, Systems Plus and Jupiter Systems.

DigitalNet.ai

Kim Hayes, who founded The Ambit Group in 2004 and led it through its sale to DMI in 2022, has joined entrepreneur Ken Bajaj’s new venture as executive vice president of its federal practice.

Bajaj unveiled DigitalNet.ai in the fall as a provider of a persona-based digital workforce to government agencies. The idea is to offer users an agentic platform that acts as a copilot, or virtual assistant.

In a LinkedIn post on the hire, DigitalNet.ai cited Hayes’ experience in human-centric design and enterprise IT modernization.

Elbit Systems of America

Spencer Fogler has joined the military technology maker as chief financial officer following two years in the same role at Shield AI.

Fogler announced his move in a LinkedIn post, saying he views Elbit’s tech portfolio as positioning it “squarely at the center of the new Warfighter Acquisition System.”

That references Defense Secretary Pete Hegseth’s vision for reforming how the U.S. military acquires systems.

Harmonia Holdings Group

David Martens has joined the software development services provider as chief growth officer, a role he brings two decades of experience to.

He will oversee internal collaboration and other aspects of Harmonia’s operations that impact its go-to-market strategy.

Martens most recently worked as a partner in Guidehouse’s technology practice. He is also a former senior leader from Dovel Technologies, which Harmonia’s CEO Damon Griggs led through its sale to Guidehouse in 2021.

Anil Patibandla now exclusively holds the title of president after previously also working as chief growth officer in a dual capacity.

MaintainX

Sonny Hashmi, the former General Services Administration official, has joined this developer of maintenance and work execution software as head of global public sector.

Hashmi wrote in a LinkedIn post that MaintainX is looking to bring its tech into the government arena after doing so for large companies such as Duracell, Cintas, Volvo, Rivian and Marriott.

He led GSA’s Federal Acquisition Service from 2021 to 2024, after which he led Unqork’s global public sector team for one year. He also is a former leader for Box’s global government team.

Maximus

Mike Keefe has joined the government services company as chief growth officer for its federal business, a role he brings two decades of experience to.

Keefe’s responsibilities at Maximus include strategy, business development and capture operations. He reports directly to CEO Bruce Caswell and supports Maximus’ continued push across tech areas such as artificial intelligence, cybersecurity, modernization and analytics.

Keefe’s career in industry includes leadership roles at Accenture Federal Services, Cognosante and Booz Allen Hamilton

NT Concepts

Bhargavi Kodali has moved up to chief information officer at the technology integrator, where she will oversee the company’s enterprise IT operations and partner programs.

NT Concepts has also tasked her with leading innovation efforts across areas such as adversarial artificial intelligence, generative AI, predictive analytics and data fusion.

She has been with NT Concepts for 20 years and most recently worked as vice president of technology solutions.

Pyramid Systems

Susie Field has joined the employee-owned software engineering and technology consulting company as chief operating officer, a role she brings 40 years of federal human capital leadership experience to.

Field most recently spent nine years at YRCI, where she helped lead major human resources modernization experience efforts for clients such as the Agriculture and Commerce departments.

She also served in senior talent leadership roles in the White House, Office of Personnel Management, National Credit Union Administration and the Army.

S2i2

James Scobey has returned to the federal technology company he helped found in 2016 as chief technology officer and vice president of operations.

His industry career includes senior leadership roles at USmax Corp., By Light Professional IT Services and SMS Data Products.

Scobey also brings government experience to the new position, including stints as chief information security officer for the Securities and Exchange Commission and CISO for the Public Company Accounting Oversight Board.

Tyto Athene

Hagen McHenry has joined the technology and systems integrator as group vice president for justice and national security, a role he brings two decades of market experience to.

McHenry most recently worked as chief financial officer for business development at Peraton, a role that also involved oversight in program performance and operations.

His career also includes senior roles at Raytheon, Computer Sciences Corp., Hewlett-Packard and Strategic Enterprise Solutions.

Vibrint

John Martin and Skip Maselli are both now vice presidents of business development at the defense technology integrator, with Martin focused on the Maryland region and Maselli assigned to the Virginia region.

Martin is a 25-year industry veteran who is a former CEO of Dynamic Technologies LLC. Prior to that, he worked in senior roles at ProObject.

Maseilli also holds nearly 25 years of industry experience at companies such as GRVTY, Pixxel, Leidos, Maxar Technologies and Raytheon.

Xcelerate Solutions

The McNally Capital-backed secure IT services company has made a trio of hires to its corporate leadership team, including one senior vice president and two executive VPs.

Terry Emmert joins Xcelerate as SVP of strategy after 16 years as a civilian leader at the Defense Department, including the most recent two years as director of the Defense Advanced Research Projects Agency’s Adaptive Capabilities Office.

Steve Cubarney joins as EVP of sales, a role he brings 27 years of industry experience to. He most recently worked as a partner in Guidehouse’s defense and intelligence practice. His career also includes roles at PwC, Berico Technologies, IBM and Accenture.

Jean Francois "Boodi" Blanc joins as EVP of strategic growth and is also a 27-year industry veteran, including the most recent three years as chief strategy officer at SDV International. He is also a 17-year IBM veteran.

Amida Technology Solutions

Peter Clyne, a four-decade market veteran and former Leidos executive, has joined the board of directors at this software services company focused on interoperability and other functions related to data.

Clyde most recently worked as senior vice president of corporate development at Leidos, which he joined in 2016 through its merger with the then-Lockheed Martin IS&GS services business. His career also includes roles at IBM Federal Systems and Loral in areas such as acquisitions, finance, strategy and business development.

He is also a member of the boards at Platinum Technologies and InterFuze.

Axonius Federal Systems

Melinda Rogers, the former Justice Department chief information officer, has joined the board of directors for this subsidiary of the cybersecurity and asset inventory software provider.

As Justice’s CIO, Rogers oversaw an approximately $4 billion IT portfolio used by 115,000 employees following her stint as the department’s chief information security officer. She joined Microsoft as a partner earlier this year after leaving government.

Also at Axonius, current board member Robert Skinner will move into the role of chairman. Skinner is the retired Air Force lieutenant general who served as director of the Defense Information Systems Agency from 2021 to 2024.

Ray Johnson, the now-former AFS board chairman, is departing the panel approximately four years after leading its establishment.

Epirus

Stu Shea, the former Peraton CEO, has joined the board of directors at this defense tech unicorn that is one of a handful to tout valuations north of $1 billion.

Epirus closed its $250 million Series D round in the spring to fund the further development of its Leonidas system, which fires lasers and other pulses at unfriendly drones.

Shea is also a member of the boards of directors at Raft and Sixgen, as well as the board of trustees at Riverside Research.

QinetiQ US

Brad Feldmann and John Kavanaugh have joined the board of directors for this subsidiary of the U.K-headquartered defense technology company.

Feldmann is the former CEO of Cubic Corp., which he led from 2014 through its sale in 2021 to Veritas Capital and Elliott Management. He is now CEO of Neology, a technology company focused on smart cities.

Kavanaugh worked as chief financial officer for Perspecta during its three-year-run as a public company from 2018 to 2021, when it was acquired by Peraton. Post-close, he took on the CFO role at Peraton before his 2023 retirement.

Feldmann and Kavanaugh move into the board positions formerly held by Tom Vecchiolla, who stepped down from the panel earlier this year to become CEO, and the late Dr. Pamela Drew following her death earlier this year.
