A trio of CEO appointments and more leadership moves across the market

CGI Inc.
Tim Hurlebaus has been elected chief executive by the board of directors at this global IT and professional services company, where his term started on Monday.
The 21-year CGI veteran was most recently president and chief operating officer, a role he started in October 2024. He led CGI’s U.S. federal subsidiary as president from 2015 to 2021, when he moved to president for the U.S. commercial and state government unit.
Hurlebaus succeeds Francois Boulanger, who became CEO in October 2024 and is retiring after four decades in the IT industry and three of them at CGI.
C Speed
David Abel has joined the NewSpring Capital-owned radar systems maker as chief executive, a role he brings three decades of industry experience to.
He was most recently CEO of Aventiv Technologies and is a 13-year veteran of IBM. He is also a co-founder of Prime Vector, a professional services company focused on enterprise transformation efforts.
Abel succeeds Kevin McLaughlin, who became CEO of C Speed in the spring of 2025.
Uforce
Sean Plankey, a former senior adviser to the homeland security secretary and veteran Energy Department official, has joined this maker of autonomous systems for defense usage as chief executive for the U.S.
UForce is known for its Magura unmanned surface vessel, which Ukraine has deployed to the Black Sea for countering and destroying Russia’s warships. The company was founded in 2022 by CEO Oleg Rogynskyy and Oleksii Honcharuk, both Ukrainians.
Plankey was twice nominated to be director of the Cybersecurity and Infrastructure Security Agency before his withdrawal in April.
Expression Networks
This provider of services in software engineering, data analytics and the electromagnetic spectrum has added two people to its C-level executive team and promoted a third to growth lead.
Ben Youngs moved up to chief technology officer almost one year after he first joined Expression. He will lead work to set the company’s technical direction and brings two decades of experience to the role, including stops at Scale AI and In-Q-Tel.
Tim Spadafore has joined as chief strategy officer and brings 29 years of experience to Expression. He was most recently chief operating officer at Client Solutions Architects and before that led CGI Federal’s defense, intelligence and space business unit.
In addition, Rob Brady was promoted from senior capture manager to growth lead. He first joined Expression in 2024 after stops at companies such as OST and IntelliDyne.
ITC Federal
Jeff Haberman has joined the IT and professional services provider as vice president of its national security business, which includes work with law enforcement agencies.
ITC announced the hire in a LinkedIn post and cited his experience in customer relationship building, growth strategies and aligning technology with mission requirements.
Haberman most recently worked as VP of growth at Integrated Data Services. His career also includes roles at CBeyonData, Deloitte and DHL.
Leidos
Amy Wykoff has joined the technology integrator as chief product officer and will primarily focus her work on its health sector.
Leidos’ chief technology officer Theodore Tanner Jr. announced the hire in a LinkedIn post. He wrote that Wykoff will work with Liz Porter, president of Leidos’ health and civil sector president, on enhancing profit-and-loss performance in this business line.
Wykoff is a former CPO for Nomi Health and Merative. Her 25-year career also includes roles at IBM’s Watson Health business and Oracle.
ManTech
Sarah Carter has moved up to chief growth officer at the technology integrator, which she first joined in 2018 after two decades at other companies in the market.
Carter will also hold a senior vice president title and report to CEO Matt Tait. As CGO, she will lead growth initiatives across ManTech’s core markets and work to further build up client relationships.
She most recently was vice president of enterprise pursuits. Her career prior to ManTech includes leadership roles at EY and Irving Burton Associates.
Peraton
Steve Kropac has joined the technology integrator as vice president and general manager of Peraton Labs, the company’s organization focused on innovation and advanced research-and-development.
Peraton Labs’ core focus areas include telecommunications, cybersecurity and national security tech. The organization traces its roots to Bell Labs.
Kropac is a three-decade industry veteran who most recently worked as chief technology officer at Chesapeake Technology International, a business acquired by Parsons Corp. in the summer of 2025. His career also includes tech leadership roles at CACI International.
TMC Technologies
Denise Lindsey has moved up to chief strategist and senior vice president for the federal civilian division at this software development specialist, which she first joined in 2021.
TMC has tasked Lindsey with overseeing efforts to align the growth and technology strategies, identify and enter new markets, and establish partnerships.
She most recently was a vice president in TMC’s civilian division. Her nearly three-decade career also includes roles at ECS and L-3 Communications.
Tyto Athene
Cutter Brenton has joined the Arlington Capital Partners-owned technology integrator as chief artificial intelligence officer, a role he brings 15 years of industry experience to.
Tyto has tasked Brenton with overseeing efforts to integrate AI into its four main practice areas inclusive of enterprise IT platforms and infrastructure, cybersecurity, software and quantum computing.
Brenton most recently worked as vice president of algorithmic warfare at Booz Allen Hamilton.
Aerospace Corp.
Kent Rominger, a former astronaut and retired Northrop Grumman executive, has joined the board of trustees at this nonprofit operator of a federally-funded research-and-development center focused on space.
Rominger’s 15 years in senior leadership roles at Northrop Grumman, Orbital ATK and ATK included the pursuit of the Air Force’s Ground-Based Strategic Deterrent program now called Sentinel.
His service as an astronaut covered 1,600 hours in space and a commander role for two Space Shuttle missions. He flew on five total shuttle missions and served in the Navy as a flight officer for 26 years.
Booz Allen Hamilton
Ryan Nolan, an investment banking veteran formerly of Goldman Sachs, has been elected to the technology services firm’s board of directors and will sit on the panel’s audit committee.
Nolan is currently partner and co-head of global technology at BDT and MSD Partners, where he is also on the firm’s tech investment committee. He spent 13 years at Goldman Sachs and most recently was a partner in its Goldman Sachs’ technology, media and telecommunications group.
Booz Allen’s board grows from 12 members to 13 with its election of Nolan, whose term on the panel will begin June 1.
LeoLabs
Jonathan Moneymaker, the former BlueHalo CEO who led it through a sale to AeroVironment in 2024, has joined as chairman of the board of directors for this mapping and space surveillance product developer.
Moneymaker will work with CEO Tony Frazier and other board members on LeoLabs’ strategy and vision to become a “neoprime” in the space and defense tech market. Neoprime refers to largely venture-backed tech companies seen as disrupting the industry via software-centric approaches.
AeroVironment acquired BlueHalo in a $4.1 billion all-stock transaction to create a larger defense tech company that works across all military domains.
