State gets moving on more awards for $10B enterprise IT contract

The department makes selections for Evolve's network and telecommunication services category, plus the cloud and data center services portion.

More information is starting to emerge as to which companies won what regarding Evolve, the State Department’s potential $10 billion enterprise IT contract that consolidates several requirements from predecessor efforts.

It has taken State a while to get here. The final request for proposals went live in December 2022 with bids for the first phase due in February, followed by various deadlines in October for the competition’s second phase.

State then worked on making awards, and of course protests from unhappy competitors followed over the course of this year. All have since been dismissed or withdrawn.

The department updated the Federal Procurement Data System on Sept. 15 and 16 with details on winners for the network and telecommunication services category, plus the cloud and data services category.

Evolve was structured to have five functional categories and up to 35 total awards overall. Companies could bid for more than one category.

WT reported over the summer that CACI International, General Dynamics’ IT services unit, Leidos, Peraton and Science Applications International Corp. were chosen for the application development category.

FPDS records also now identify CACI, GDIT, Peraton, SAIC and Soft Tech Consulting as awardees in the network and telecommunication services category. State received 12 bids in total for this portion of the competition.

State evaluated 18 bids for the cloud and data center services category and has chosen these 12 companies as winners there:

  • Accenture’s U.S. federal subsidiary
  • Acuity
  • Booz Allen Hamilton
  • ECS Federal
  • General Dynamics IT
  • Island Empire Technology Systems
  • Koniag Technology Solutions
  • KPMG
  • Leidos
  • ManTech
  • SAIC

We do caution that award details are not out yet for the IT management services category, as is the case for customer and end user support services.

KPMG was one of those protesters who filed during the summer after its proposal for Evolve was not selected, but later withdrew the challenge. Alpha Omega and PBG Consulting saw their protests dismissed, while TekSynap withdrew their filing.

Evolve brings together 11 current contracts into a single procurement and is a follow-on to Vanguard, a contract SAIC has performed work under since 2010.

When State released the Evolve final solicitation, the department said it also was looking for more avenues to consolidate its IT services purchases.
