CBP starts to prep industry for IT, agile software recompete

U.S. Customs and Border Protection has started to give industry a glimpse at its plan to recompete BEAGLE, the agency’s primary mechanism for acquiring IT and agile software development support services.
CBP is eyeing late June 2025 as when it plans to release a draft performance work statement and associated documentation of requirements, also in draft form, ahead of the final solicitation’s eventual release.
The agency will conduct the competition via the General Services Administration’s Multiple Award Schedule, according to a presolicitation notice posted Wednesday.
Like with the current iteration, CBP is structuring the recompete will be structured as a blanket purchase agreement with both time-and-material and firm-fixed-price task orders.
BEAGLE is short for Border Enforcement Applications for Government Leading-Edge and a franchise program for CACI International, which secured the BPA in 2019 at a $1.9 billion ceiling over up to eight years.
CBP sought to hire a technology integrator that could help the agency modernize its back-office applications through agile-based methodologies, integrated testing and more modern processes.
CACI made its pursuit of BEAGLE a priority as part of the company’s shift toward larger, longer-term contracts and emphasis on what the company has called “agile at scale.” That approach involves working across different functional teams beyond just the technologists.
The agency has obligated $826 million in task order volume-to-date against BEAGLE, according to GovTribe data.
